Constructed, in Play! Pokémon language, means you bring a 60-card deck. Four-of per name. Unlimited Basic Energy. Best-of-three at most premier events, with some cups as single games - check the organizer.
Pocket is constructed in the loose sense (you built the list) and not in the paper sense (20 cards, different energy). This site keeps them in different hubs on purpose.
